Eric van Kooij obtained his degree in industrial economics at Erasmus University Rotterdam in 1988, after which he worked at Keio University in Tokyo to do research on knowledge and technology transfer within industrial networks in Japan.

In 1990 he joined the Ministry of Economic Affairs, where he worked at the Directorate-General for Industry and the Directorate-General for Foreign Economic Relations.

In 1995 he was appointed to be Counsellor for Science and Technology at both the Royal Netherlands Embassies in Tokyo and in Seoul, and at the Netherlands Trade & Investment Office in Taipei.

In 2002 he returned to the Ministry of Economic Affairs in The Hague to serve as Member of the Management Team of the Directorate for Strategy, Research, and International Affairs and as Head of the International Affairs department to the Directorate-General for Enterprise and Innovation.

In 2005 he was appointed to be the first Netherlands Counsellor for Science, Technology, and Innovation at the Royal Netherlands Embassy in Beijing.

In 2011 he was asked to become the Counsellor for Science, Technology, and Innovation at the Netherlands Embassy in Paris, and as such to be the first Head of the Netherlands Economic Network in France.

In 2017 he was assigned to be the Managing Director of NL Works. He established this new organization in the Netherlands, which focuses on public-private cooperation in international business.

In 2019 he returned to Japan to serve as the Counsellor for Science, Technology, and Innovation at the Netherlands Embassy in Tokyo once again. He is also Head of the Netherlands Economic Network in Japan.

Over the years Eric has published and lectured on a wide range of topics concerning innovation, industrial and economic developments in Asia and Europe.
